Melters & re-rollers
Billets, bars and girders, each invoice on FBR's steel scenario and sent as you dispatch.
Steel · FBR
Billets, bars and girders invoiced on FBR's own steel scenarios, with the right HS code and unit on every line. eInvoicePro sends each invoice to FBR as you dispatch, so every sale is on record.

Who it's for
For units that invoice by the tonne, every day.
Billets, bars and girders, each invoice on FBR's steel scenario and sent as you dispatch.
Melting and re-rolling under one roof, with every sale invoiced the same way.
Ship-breaking sales and re-rolling for others, each on its own FBR scenario.
What changed
Your sales tax is now tied to your electricity use. Your invoices still go to FBR.
Since 1 July 2026, melters, re-rollers and composite units pay sales tax on each unit of electricity they use, including power they make themselves. It counts as input tax you adjust.
Units whose imported or EFS scrap is above 70% of what they use can pay Rs 5 a unit. Since 1 October 2026, FBR looks at the last six months instead of twelve.
Steel units must file Annex-K with their sales tax return, and FBR names the units on the Rs 5 rate in Sales Tax General Orders 16 and 22 of 2026.
FBR scenarios
FBR has three scenarios just for steel. eInvoicePro sets the right one for you.
| Scenario | Use it for | Example |
|---|---|---|
| SN003 | Sale of steel, melted and re-rolled | Billets, ingots, bars and girders |
| SN004 | Sales by ship breakers | Plates and scrap from a broken-up ship |
| SN011 | Toll manufacturing by the steel sector | Re-rolling another unit's billets for a fee |
eInvoicePro has all 28 FBR scenarios. See the full list.

FAQ
Scenarios, the 2026 rules and getting started.
Yes. The per-unit electricity tax changes how you pay sales tax, not whether you invoice. Every sale still needs a sales tax invoice sent to FBR, on the steel scenario.
SN003, for the sale of melted and re-rolled steel. Composite units use it too. eInvoicePro sets it on your steel products, so nobody has to pick it on each invoice.
Toll manufacturing by the steel sector: when you melt or re-roll material that belongs to someone else and charge them for the work.
S.R.O. 1788(I)/2026 shortened the scrap test for the Rs 5 rate from twelve months to six, from 1 October 2026. Your share of imported or EFS scrap is now checked over the last six months.
Yes. Bulk invoicing takes a day's dispatches from one Excel file, checks every row and sends them to FBR.
From 1 July 2026, each invoice not issued as required costs Rs 25,000 or 5% of the tax, whichever is higher. A business that should send invoices to FBR and doesn't can be fined up to Rs 1 million, then up to Rs 5 million a month later, and its premises can be sealed.
By 30 December 2026. STGO 29 of 2026 covers every melter, re-roller and composite unit, on every active line, from billet counting to the dispatch weighbridge. Steel can't leave the premises unless it was monitored. See the FBR production monitoring deadlines.
